his strength. He left the Colony on the 7th. instant and

the question of the renewal of his agreement as previously

contemplated, will depend upon how far his health will

benefit by the change.

In these circumstances I have

decided to retain the services of Mr. Logan who was willing

to withdraw his resignation and to remain in the employ-

-ment of this Government until May next. This arrangement

has the advantage that under it the services of Mr. Logan,

who is reported to be an efficient and hard-working Officer

will not be lost until the completion of the more difficult

work on the Northern section of the Railway where Mr.

Logan is at present employed.

In view of the fact that Mr.

Baker had already been offered promotion before these

circumstances had arisen, I considered that it would be

unjust and tantamount to a breach of faith if the offer

were withdrawn in consequence of Mr. Logan's continued

service. Moreover, Mr. Steen will not be replaced on the

Kowloon Section where Mr. Baker is employed, and increased

supervision will be required, according to the report of

the Chief Resident Engineer, on that section owing to the

inclusion in it of the large contract let to the private
