that it would only cover the cost of travelling and transport.
We supposed that, as is usually the case, those working up
country would have free temporary quarters.

We think it should also be borne
in mind that those members of the staff working up country have
to go through very considerable hardships and that they should
be given every consideration with regard to the quarters which
have been provided, and that no rent should be demanded.

With reference to the case of Mr.
Eves and the other members of the staff who have to reside in
Kowloon the same remarks apply as to the consolidated allowance
and it was not known that they would not be provided with
quarters. In fact the matter was one of uncertainty. As events
have shown they have to live at Kowloon for the good of the
work and communication with the Government, and within reason-
-able limits they may be held to have taken the risk of this
obligation. But when the dearness of quarters at Kowloon is
considered amounting to from 16 to 20 per centum of their income
it appeared to us a case of hardship which should be met and we
accordingly recommended that about one half of their rent
should be defrayed by the Government.

With regard to the second point,
we think it should be remembered that those employed on the
construction of the Railway only hold a temporary appointment
and accordingly receive a higher salary than those holding a
permanent position. Further, it should be remembered that those
holding a permanent Government appointment qualify for a pension
while those holding only a temporary one do not.
