With reference to your letter No. 2675

of the 20th. July, I have the honour to enclose a copy of a

further letter which we have received from the Consulting

Engineers asking that the question of the grant of a house allow

-ance to the Resident Engineer for the construction of the

Kowloon-Canton Railway, and to certain officers of his staff,

may receive further consideration in view of the additional

representations which have been made to them by the Resident

Engineer.

For the reasons given in the Consulting

Engineers' letter we desire to support their recommendations and

we would also invite attention again to the general considera-

-tion stated in the concluding paragraph of our letter of the

14th. June.

I may add that in Ceylon the practica

has been to provide for free quarters in the agreements of the

construction staffs. In the Straits Settlements and the

Federated Malay States no such provision has been made in the

agreements, but we are writing to Singapore to ascertain whether

quarters have in fact been given free of rent.
