If this step meets with your
approval, I propose to offer the appointment to Mr. J. P.
Boulton, Senior Executive Engineer, who has acted on
several occasions as Assistant Director, and has at all
times given great satisfaction in the performance of his
duties. I would suggest that the salary should be the same
as that of the Assistant Director, namely £720 rising to
£810 per annum by triennial increments of £45, or for
Officers on dollar salaries with Exchange Compensation
$4,800 rising to $5,100 after a period of three years. The
latter figure, namely $5,100, is the equivalent of £775
only, but in view of the fact that the three Executive
Engineers, who still draw dollar salaries, have special
leave pay and pension privileges, the rate proposed is at
least equivalent to the sterling emoluments of the Assistant
Director.

Mr. Boulton's promotion will

The maximum salary for an Executive Engineer under the
Sterling Salaries Scheme is £600, and in correspondence
