In continuation of my Despatch

Confidential of December 24th., I have the honour to en-

-close copies of further correspondence between the Com-

-mander-in-Chief and myself on the subject of Piracy in

Canton waters.

Since the despatch of the Naval

Patrol had not sufficed to induce the Viceroy to pay the

indemnity for the "Sainam", the next step to be taken now

became a matter for serious consideration. It had as Your

Lordship is aware been proposed formerly that steam-vessels

with Hongkong Police on board should be sent to patrol the

Canton waterways, but unless they landed in order to make

enquiry in the villages, this course would probably prove

no more effective than the Naval Patrol. The landing of

armed parties though a less drastic measure than the burn-

-ing of villages harbouring pirates, as suggested by the Foreign
