Hon. Colonial Secretary,
8. FEB 08: Respectfully submitted for His Excellency's
reconsideration that the grant asked for should not be condition
-81.
The need for money to pay a Secretary is
'immediate', for there are no funds available for that purpose;
whereas a grant conditional on efficiency and attendance must
necessarily be a 'deferred grant'.
The Committee will continue to foster
'efficiency' and encourage 'attendance' for which purpose it
is considered that the services of a paid Secretary are
especially needed. There has been no lack of zeal on the part
of the Committee. It does not need stimulation, but pecuniary
assistance.
A promise of a conditional grant will not
induce any to attend and shoot, who do not do so now; but an
immediate unconditional grant will enable the Committee, it is
hoped, to take action which may induce attendance and shooting
on the part of many who now absent themselves from the Range.
