heretofore been undertaken as a combined honorary post by one
of the members of the Association, but, owing to the extremely
arduous nature of these duties, involving much labour in keep
-ing records, scores &c., and the organization of the different
competitions, it is felt that the post can no longer be classed
as an honorary one but that it will be necessary to employ a
paid Secretary so that the work may be carried out efficiently.
6. It has been ascertained that the service of
a very efficient Secretary and Treasurer may be obtained for
the salary of $500 per annum which would include the necessary
clerical and Chinese staff.
This sum however in the present state of
the Association's finances cannot be provided without raising
the subscription paid annually by each member, and in view of
the high cost of living in the Colony and the hard times now
experienced by business men and others, it is felt that this
step must not be taken except as a last resource, as it would
have the effect of lowering the membership and thus defeating
the main object of the Association.
8. The Committee are therefore constrained to
respectfully approach is Fxcellency with the request that an
annual grant may be made out of public funds sufficient to provide a salary for a Secretary, who will also act as Treasurer
and as general organiser of the Association; and that if possible
a grant may also be made sufficient to wipe off the deficit now
standing on the books of the Association.
I have etc., (sd.) E. S. Carruthers,
Honorary Secretary and
Treasurer,
Hongkong Volunteer Reserve Association.
