Referring to the 4th. paragraph of
Mr. May's Confidential Despatch of the 25th. July last,
and previous correspondence on the subject of the Hongkong
Volunteer Reserve Association, I have the honour to for-
-ward a copy of a letter addressed to this Government by
the Honorary Secretary of the Association asking for an
annual grant out of public funds to provide a salary for
a Secretary, together with a copy of a minute by Sir
Henry S. Berkeley, K.C., Chairman of the Association, in
reply to a suggestion that the grant asked for should take
the form of a capitation grant for efficiency.

I propose subject to Your Lord-
-ship's approval to ask the Legislative Council to vote
a sum of $500 unconditionally for the purposes of the
Association for the current year, and to make the question
