My Lord,

With reference to your Despatch

No. 261 of the 29th. November last, I have the honour to

inform Your Lordship that the statement in the Colonial

Secretary's letter to the Government of India to the

effect that Indians of good physique, and with a slight

knowledge of English, have no difficulty in obtaining

employment in Canada/

was based upon reports which he

considered to be undoubtedly authentic (having been

obtained through men of senior standing in the Indian

Contingent of the Hongkong Police).

This Government has of course no

knowledge of the conditions of the labour market on the

Western Sea-board of Canada. It was, however,

admissible

to assume that, although there might be no sufficient

field for the employment of the Indians already in the

country, the majority of whom, as suggested by Mr. May in
