MEMORANDUM OF SPECIAL SERVICES performed during the years

1. I entered the Colonial Civil Service in the

year 1878 as Solicitor General of Barbados.

2. In 1885 6, after ceasing to act as

Administrator of Tobago, I prepared and passed through the

press a draft revised edition, in one imperial 8vo. volume,

of the Laws of that Colony. Unfortunately this work came

to nothing in the end in consequence of the union of Tobago

with Trinidad, which shortly afterwards took place. I

presume, however, that it was as a recognition, either al-

together or in part, of this service that Her Majesty the

late Queen was pleased to confer upon me, in January, 1888,

a Companionship of the Order of St. Michael and St. George.

3. In 1888 9, while I was Chief Justice of

St. Lucis, I prepared and passed through the press a new and

revised edition in one 4to. volume * with an index, of the

Laws of St. Lucia.

4. In 1891 2, while I was Attorney General

of British Guiana, I prepared and had printed a large number

of important Bills, principally relating to the Supreme

Court and to Oriminal Law and Procedure.

5. In 1894 5, while still Attorney General of

British Guiana, I prepared and passed through the press a

new and revised edition of the Laws of that Colony, The

edition was in four large 8vo. volumes, with a fifth volume

containing a chronological table and an index.

1902, while I was Chief Justice of

Hongkong I drafted and corrected the proofs as Bills of the
