With reference to your letter of April 16, 11894/1907 asking me to recommend a suitable candidate for the post of First Assistant at the Hong Kong Observatory, I have to inform you that, after having made enquiries which have necessarily delayed my reply, I would recommend Mr C.W. Jeffries, one of the Staff at the Royal Observatory at the Cape of Good Hope, as well qualified for the post.

Mr Jeffries was employed in the Magnetical and Meteorological Department of the Royal Observatory, Greenwich from April 1897 to November 1900 and I fund formed a high opinion of his ability, especially in photography which was an important part of his work.

He left the Royal Observatory for another post, and

in September 1902 was appointed by Sir David Gill a computer at the Royal Observatory at the Cape, being promoted to the permanent staff in December 1903, as the result of an examination by Professor Dyson, now Astronomer Royal for Sootland, who informs me that he was very pleased with his papers as showing that he had taken pains to understand the work he did.

Sir David Gill states that he has had charge of the Meteorological work since January 1903. He is a qualified observer both with the Transit Circle and Astrographic Equatorial and is an excellent computer. Sir David Gill feels sure that Mr Jeffries would perform all the duties Under Secretary of State, Colonial Office,
