Light draught for motor picket-boats is by no means essential, as no steam-launch on the river draws less than than 4 feet.
On receipt of your Memorandum, I called on His Britannic Majesty's Consul General to discuss some of the points raised, and in conversation with me he informed me that his reason for suggesting a demonstration at Canton was that Consulate- General's relations with the Provincial Government are at a deadlock, it having been impossible to get outstanding questions settled, compensation in the "Sainam" piracy case being absolutely refused, a similar refusal being given to settle the case of the "Ki Cheung" piracy recently reported to you.
I regret that Admiral Li, who was in charge of the naval and military forces in the Si Kiang, has been appointed to Pak Hoi, and it is difficult to predict whether his successor will encourage and promote the reforms instituted by the late Admiral, elementary as they have been.
Finally, one obvious fact remains: piracy afloat is diminishing, but there is a notice. able increase in armed robbery ashore, so the obvious inference is that the Chinese authorities afloat have accomplished something towards the end in view.

Draft of Telegram from the Admiralty to Vice-Admiral Sir A. Moore. WITH reference to your telegram of the 17th November, if the negotiations with the Viceroy prove unsatisfactory, the action proposed by you in your letter of the 29th September is approved. It is also suggested by the Foreign Office that if it can be proved that the pirates live near the river in any particular village their surrender should be asked for, and in the event of non-compliance the village should be destroyed. Do you consider this proposal could be carried out?
