Tokió, October 19, 1907. WITH reference to my despatch No. 208 of the 27th ultimo, I have the honour to transmit herewith copy of a despatch from His Majesty's Vice-Consul at Dairen, giving
a translation of an amendment in the Provisional Customs Regulations for that port, together with an explanatory Notification which was published at the same time.

Dairen, September 28, 1907. WITII reference to previous correspondence on the subject of the Customs Provisional Regulations for the leased territory of the Kwantung, and more particu- larly to my despatch No. 49 of the 12th instant, I have the honour to inclose herewith, for your Excellency's information, a translation of an amendment in the aforesaid Regulations which appeared in yesterday's "Official Gazette." With this translation is included another of an explanatory Notification which was published simultaneously. This change virtually represents in fact, though not in name, the establishment of "native customs," and will, it is hoped, do something to remedy the unfavourable conditions under which steamer-borne trade has so far competed with that carried by junk.

Ordinance No. 53.
THE following amendment is made in the Provisional Customs Regulations for the leased territory of the Kwantung Province promulgated in Ordinance No. 38 of June 1907.

The following clause is added to Article 23:-
On goods imported or exported by junk, with the exception of those articles specified in the separate Table appended herewith, duty shall be levied at the rate of half that payable under the old Chinese Tariff.
