PLEASE see my despatch No. 407 of the 21st August. I have been informed by the Chinese Government of the impending visit to Hong Kong of two Chinese cruisers. The Chinese Government are dispatching a special Commissioner to visit Chinese communities in foreign colonial possessions and to study the conditions of trade, and these cruisers are to form an escort for him. Governors of Hong Kong and Singapore have been notified by telegraph.
