the matter, observes that it appears to him that in-
convenience will arise if the Consular business bet-
ween the Peruvian Government and the Government of
India is transacted by an official residing at Hong-
Kong; but that, provided arrangements are made to
avoid inconvenience of this nature, the Government
of India are not concerned with relations which the
Peruvian Government for their own purposes may estab-
lish between the Consul-General at HongKong and their
Consuls at Calcutta and Rangoon.
In the circumstances, His Majesty's Exequatur to
Senor Seoane can only be issued so far as regards the
British Colonies in Asia, and on learning from you
that the Peruvian Government concur in this course,
I shall be pleased to take steps for its preparation
forthwith.
