Foreign Office to Admiralty,

Foreign Office, November 23, 1907. WITH reference to the letter from this Department of the 20th instant, I am directed by Secretary Sir Edward Grey to transmit to you herewith, to be laid before the Lords Commissioners of the Admiralty, a copy of a telegram which has been received from His Majesty's Minister at Peking on the subject of the measures to be taken to check piracy in Canton waters. A copy is also inclosed of the reply sent to J. Jordan.†

I am at the same time to suggest, for the consideration of the Lords Commissioners, that Sir A. Moore should be instructed by telegraph to act on the proposals in regard to patrolling the waters contained in question in his despatch of the 29th September last, unless compensation in the "Sainamı case be forthcoming within a reasonable period.
