In 10 pliance with the instruatione contained
in your telegram No.100 of the 7th September, I non-
sulted the Governor of Hongkong as to the proposal that
the trade in prepared opium between Hangkang and the
ainland of China should be prohibited and that each
Government should adopt such measures as it deemed cit
to prevent smuggling into its own territories,
laving received Sir F.Lu ari's absent to the
ATPANZESOnt. I communiented it officially to the Chinese
Government in a Note dated the let instant, mopy of
which I have the honour to transsit to you herewith,
