Peking, September 12, 1907. ON the 9th September an Imperial Edict was issued in the following terms:- "Wang Ta Hsich is commanded to go to England as Commissioner to study constitutional government."
I have, therefore, the honour to notify your Excellency accordingly, for the information of your Government.

Peking, September 13, 1907. WITH reference to your telegram No. 103 of the 12th instant on the subject of the Tien-tsin-Yang-taze Railway, I have the honour to inform you that the suspension of the negotiations was due, not to the reason given by Mr. Cordes, but to the fact that the Chinese negotiator, Mr. Liang, had other matters to attend to. The next meeting is expected to take place on the 17th instant.
I received a letter from Mr. Liang, in which he deprecated the intervention of Mr. Bland, and suggested that Mr. Hillier should continue the negotiations, but I assured him that there would be no reopening of questions which had already been settled, and begged him to accept the former as negotiator.
