6. Ton measurement will only be accepted when a single consignment weighs
2 tons or more.
7. In calculating freight and other charges fractions of 10 sen shall, if less than 5 sen, count as 5 sen; if more than 5 sen, as 10 sen.
8. In addition to the regular freight, the following primage shall be payable on articles more than 18 feet in length, or singly exceeding 3 tons in weight:-

(1.) For articles over 18 feet in length, or weighing singly more than 3 tons, per cent. of ordinary freight.
(2.) For articles over 30 feet in length, or weighing singly more than 5 tons, 50 per cent. of ordinary freight.
For goods either so long or so heavy as to be chargeable under either of the above, the higher rate applicable.
The transportation of articles more than 50 feet in length or over 10 tons in weight shall be the subject of special arrangement.
9. The following goods are classified as belonging to the 1st class:
Raw silk, wool, silk, silk-woven goods, woollen cloth, braid, knitted or woven goods, embroideries, furs, articles of vertu, toilet goods, fancy goods, ornaments, paintings and pictures, curios, mirrors, eye-glasses, spectacles, &c., musical instru- ments, fire-arms, swords, &c., drugs, scales or balances, all scientific and surgical instruments, opium, copper coins, nickel coins.
10. All goods which are not enumerated in these tables belong, with the exception of explosives, to the 2nd class,
11. The following goods are classified as belonging to the 3rd class :—
Coal, charcoal, fuel, coke, tiles, bricks, stone material, sand, timber, bamboo, cement, lime (excluding quicklime), lava, minerals.
12. The Company declines to accept for transport gold or silver coins, precious metals, gold or silver bullion, jewels, articles set with gold or jewels, paper money, postage stamps, post cards, revenue stamps, negotiable documents, and all documents relating to money.
13. If a consignment of goods is found to contain articles of different classifi- cations, the freight on the whole consignment shall be calculated according to the tariff for 1st class goods.
14. If goods of light weight but considerable volume are dealt with according to the system of ton measurement and found to weigh less than a ton per 100 cubic feet, freight shall be calculated on the basis that 100 cubic feet equal a ton. If they are dealt with according to the system of picul measurement and do not weigh 7 kin per cubic foot, freight shall be calculated on the basis that a cubic foot equals 7 kin.
15. The volume of goods is calculated by measurement with the "kyoku-shaku" at the broadest, thickest, and longest parts of the said goods, and from the cubic result obtained by multiplying these figures the freight is calculated. Provided always that fractions of a cubic foot count as a full cubic foot.
16. The duty of unloading goods occupying the whole of a car, live animals, &c., or goods weighing more than 5 piculs, or of a capacity in excess of 30 sai, and
of goods generally of great size or bulk, lies with the consignor or consignee.
17. If goods are not taken delivery of within twenty-four hours after notice of their arrival has been given, storage commission shall be chargeable for every subse- quent twenty-four hours, or fraction of twenty-four hours, according to the following rates:-
For every picul or bale or fraction thereof
In the case of goods dealt with according to ton measurement or occupying a
whole cur: for every ton or fraction thereof
In the case of goods conveyed in a number of cars: for each car

18. In cases in which a whole car is occupied, notice shall be given, after all preparations have been completed, allowing at least six hours for discharging. If discharge is not completed within that period, demurrage shall be payable at the rate of 70 sen per ton for every twelve hours, or fraction of twelve hours, in excess of the time above specified.
19. If, after all preparations for the occupation of a whole car have been made, dispatch is postponed to suit the convenience of the consignor, compensation shall be payable by him for breach of contract, at the rate specified in the preceding Article, for every twelve hours, or fraction thereof, from the time when notice of the com- pletion of preparations was issued till the time when application is made for suspension of transport.

20. If application is made for the transportation of goods by coupling a goods car to a passenger train, such application shall be complied with on condition that twice the freight chargeable on an ordinary whole goods car be paid.
21. The hours of business are, for the transportation of goods, from sunrise to sunset. These hours may, however, if necessary, be extended.

Freight Charges and Fees for storing Hand-luggage, Parcels, and Valuables, and Dead Bodies, or Small Animals sent by Passenger Train.
Hand-luggage.
1. Articles carried by passengers for use while travelling shall be accepted as band-luggage and carried free, subject to the following limits :--
For each 2nd class passenger
For each 3rd class passenger
For children travelling half-fare the weight of free hand-luggage allowable
shall be half the amounts respectively mentioned above.

4. Merchandize carried by pedlars or hawkers shall pay freight, live animals and valuables excepted, according to the scale for ordinary parcels.
5. The freight on articles made of paper, on lacquer ware, artificial flowers, glass- ware, hats, light household utensils, machinery, and fragile goods generally, and on articles which, though light, occupy much space, shall be twice that leviable, in accordance with Article 3, on ordinary articles.
The same rate of freight shall apply to articles the consignor of which particularly requests that they shall be treated in transit as fragile.
6. Newspapers and magazines shall, irrespective of mileage, pay freight at the
rate of 1 son per kin. The weight of the cover shall be included.
7. The following are the freight charges for vehicles and coffins :--
Jiarikisha, per piece per mile
Bicycles, perambulators, and carts (empty), for carrying merchan-

8. Class 1 (comprising nickel coins, raw silk, silk, silk-woven goods, silk braid, silk lace, and other articles) shall pay the same freight as ordinary parcels, in accordance with Article 3. The minimum charge is 20 sen.
Class 2 (comprising gold and silver coins, precious metals, articles made of precious metals, jewels, jewellery, valuable gold or silver gilt ware, articles of vertu, curios, embroideries, musical instruments, mirrors, eye-glasses, spectacles, and fancy goods) shall pay freight at a rate double that payable on ordinary parcels, as mentioned in Article 3. Minimum, 50 sen.
