I HAVE the honour to transmit herewith copies of two despatches from His Majesty's Vice-Consul at Dairen on the subject of freights to that port by the South Manchurian Railway.
It will he observed from the Memorandum inclosed in Mr. Parlett's despatch No. 34 that the general goods tariff from Mukden to Dairen is, as compared with that to Yinkow (Newchwang), a differential one in favour of the fornier port if calculated by mileage. The Japanese railway authorities, while admitting this differentiation, point out that the new tariff is much more favourable to Yinkow than the old one, and contend that, so long as the freight to the latter port is absolutely less than that to Dairen, there cannot be said to be any adverse differentiation from a practical point of view.

Dairen, July 25, 1907. IN continuation of my despatch No. 32 of the 22nd instant, I have the honour to inclose herewith a translation of the Regulations governing the transport of freight along the lines of the South Manchurian Railway Company, together with a brief Memorandum on the subject.
I am informed by Mr. Tanaka, a Director of the Company, who has just visited Newchwang, that the present terminus at Yinkow will, if land be purchasable at a reasonable rate, probably be carried a couple of miles closer to the town, to a spot contiguous with the site of the Newchwang Warehouse Company's buildings.

South Manchurian Railway Freight Regulations.
THE following are the Regulations to be enforced from the 1st July with regard to the transportation of goods which are not the subject of special arrangement or
contract:-
South Manchurian Railway Company, July 1907.
1. When it is desired to forward goods, application shall be made at a station during the business hours of the said station.
The application shall be filled up on the official form kept at the station for that purpose, and shall contain all necessary information.
2. If goods cannot be forwarded immediately on their receipt, the Railway Company may, under certain circumstances, refuse to take delivery of them.
