SECTION 2.
India Office to Foreign Office.-(Received October 1.)
THE Under-Secretary of State for India presents his compliments to the Under- Secretary of State for Foreign Affairs, and, by direction of Mr. Secretary Morley, forwards herewith, for the information of the Secretary of State, copy of an inclosure in a letter from the Foreign Secretary to the Government of India, dated the 22nd August, relative to affairs on the Thibetan-Chinese frontier.
India Office, September 30, 1907.
Inclosure in No. 1.
Extract from a Memorandum from the Prime Minister to the Orderly Officer to the British Residency, Nepal.
(Translation.)
THE American said that on account of an Edict having been passed in China, about two months ago, prohibiting the use of opium by (Chinese) Government servants and the public, the former within six months and the latter within one year, the consumption of opium has greatly diminished. The (Chinese) Government servants do not touch it. It seems that China will improve much in seven or eight years.
The Durbar have also sent opium, &c., with the Mission, to be sold in China. If what the American said about opium is correct, the opium sent by the Durbar will not sell, which means a loss to the Durbar.
