Peking, August 22, 1907. ESTABLISHMENT of custom-houses on Manchurian frontier.
Please see my telegram No. 131, Confidential, of the 9th ultimo. Delay in the establishment of the custom-houses is likely to be caused by a serious difference of opinion which has arisen between the Wai-wu Pu and the Russian Minister respecting the interpretation of the notes exchanged.
The Chinese contention, which, in my opinion, is quite unreasonable, is that the full maritime duty, plus the half duty, must be paid on goods conveyed from and into the interior.
They consider that the 10th Article of the Railway Agreement of the 8th Sep- tember, 1896, has been suspended by the recent notes.
