I AM directed by the Earl of Elgin to acknowledge the receipt of your letter of the 9th instant, forwarding a revised draft of the Memorandum on French participation in the Canton-Hankow Railway Concession, which it is proposed to communicate to the French Ambassador,
2. Lord Elgin understands that Sir E. Grey is not prepared to accept his view on the question of the right of the French to demand employment in equal proportions of British and French engineers and of British and French material for railway construction, and, as stated in the letter from this Department of the 24th ultimo, his Lordship recognizes that the decision must rest with the Secretary of State for Foreign Affairs. If, then, that question must be regarded as finally settled, his Lordship cannot further object to the terms of the draft Memorandum.
