Foreign Office, September 18, 1907. I HAVE received your despatch No. 367, Confidential, of the 25th July last, relative to certain proposals made by Mr. Hillier for a solution of the present deadlock in the matter of the present railway loan negotiations with the Viceroy of Wuchang.

I concur generally in the views on the proposals which you express in paragraphs 1, 2, and 3 of your despatch.

I take the opportunity, with special reference to your telegram No. 118 of the 22nd June last, of inclosing, for your information, copies of correspondence which has passed between this Office, the Colonial Office, and the French Ambassador relative to the question of French participation in the Canton-Hankow Railway loan.*
