Peking, July 16, 1907. WITH reference to your telegram No. 85 of the 12th instant on the subject of the establishment of an opium monopoly at Nanking, I have the bonour to inform you that, according to His Majesty's Consul at that port, the attempt to institute such a monopoly has for the present proved a failure.
