I am directed by the E of E to ack
thereceipt of your letter, No 28629, of the 9th of Sept, fo rwarding a revised draft of the memo on French participation in the passed Canten-Hankow Railway Concession, which it is proposed to com-
municate to the French Ambassador.
2 Lord Elgin understands that Sir E.Grey is not prepared to accept his view on the question of the right of the French to
demand the employment in equal proportions of British and French engineers and of
British and French material for rail-
way construction and, as stated in the
letter from this dept of Aug 24th, his Lordship recognises that the decision must
rest with the S of S for Foreign Affairs.
If, then, that question must be regarded as finally settled his Lordship cannot further
object to the terms of the draft memo.
