Peking, June 29, 1907. WITH reference to my telegrams Nos. 245 and 247 of the 18th and 19th December, 1906, respectively, I have the honour to inform you that the opening to foreign trade, under Article I of the Chino-Japanese Treaty, of the seven places in Manchuria still unopened, has been notified by the Wai-wu Pu. The list of places specified in the Treaty is now complete.
