Admiralty to Foreign Office.-(Received August 15.)

Admiralty, August 14, 1907.

I AM commanded by my Lords Commissioners of the Admiralty to transmit, for the information of the Secretary of State for Foreign Affairs, an extract from a telegram No. 66, dated the 5th instant, from the Commander-in-chief, China.

It is understood that by "suitable vessels" the Commander-in-chief means armed launches, which, as the Secretary of State is aware, from Sir J. Jordan's despatch No. 489 of the 24th November last, the Commander-in-chief considers to be more suitable than gun-boats for the suppression of piracy,

Vice-Admiral Sir A. Moore to Admiralty.

Hakodate, August 5, 1907. IN reply to your telegram No. 70, it is impossible to police the West River without suitable vessels. As two of the fourteen Chinese steam-launches ordered have already commenced patrolling, and the new Traffic Regulations have been put into execution, I consider that demonstration at Canton would be unwise. It should be sufficient at present, if the British Minister and I should have a personal interview at the Foreign Office, Peking, regarding the Customs steam-launches during my visit

next month.
