"The Military Governor of Uliasut'ai be made Viceroy for the north and west provinces, while the Imperial Agent at Urga be made Viceroy for the east and central provinces. In addition, a Minister of Cultivation should be created to take charge of the cultivation and pasturage of the four provinces."
The President is said to be in favour of the suggestion, and Prince Su has been consulted as to the advisability of a joint submission of the Memorial to the Throne for approval.

Peking, June 15, 1907, to the last paragraph of my despatch No. 210 of the 1st May.
There was some question at first of levying only two-thirds duty, but this was negatived, and Sir Robert Hart assures me that full duties are levied on all goods entering Antung from Corea.

I am informed by Lord Li that Tso Ping Lung will return to Singapore as Consul-General in the autumn. He held this office there for many years, and is now in the Wai-wu Pu.
