Peking, June 10, 1907. WITH reference to your telegram No. 22 to His Majesty's Chargé d'Affaires, Tokiô, I have the honour to inform you that I have received assurances from both Sir R. Hart and the Japanese Minister to the effect that the opening of the Dalny custom-house will take place on the 1st July without fail.

Peking, June 10, 1907. IN reply to the query in the last paragraph of your telegram No. 62 of the 7th June, I have the honour to inform you that, as Tong Shoa-yi was opposed to amendment of the Rules, I have deferred making the suggestions embodied in your telegram No. 37 of the 6th April until his departure. At the request of the Wai-wu Pu I am now presenting a Memorandum setting forth what modifications we desire.
