This Agreement, made between H.E.Chang, Viceroy of the Hukueng provinces of Mina, kea bes, seting with the authority
of and on behalf of the Imperial Government of China, bereinafter called the Viceroy, of the one part, and the 1.6.B.C. and Banque de L'Indo-Chine as agents for an Angle-French combination, com- prising one or more Companies formed er to be formed, hereinafter called the Syndicate, of the other part, for the issue and regula- tion of a lean of One million pounds sterling for the carrying out of Public Works and improvement of Communications in the province of Hupsi, Witnesseth as follows:-
