Yunan and measures for the advancement of trade, whatever privileges were conceded by the Chinese Government to French enterprise in Yüunan, similar privileges would also be accorded to British enterprise. The Chinese Government having granted in April 1898 to the French Government, or to a French Company designated by the French Government, a Concession to construct a railway across the Tonquin frontier to Yünnan-fu, His Majesty's Government claim the right, under the engagement contained in your Highness' note of the 16th March, 1902, to build a railway across the Burmal frontier to Tengyueh, and I am obliged to repeat that, in claiming this right, His Majesty's Government wish it to be clearly understood by the Chinese Government that a Concession for such a short line cannot be considered as fully equivalent to the French Concession above mentioned.

Foreign Office, June 24, 1907. AS the Soochow-Ningpo negotiations must wait until Wang's arrival, the Chinese Central Railways suggest that the opportunity might be taken to push the negotiations for the Tien-tsin-Yang-taze Railway.

Is there any progress in the latter negotiations which you can report?
