Peking, May 13, 1907. IN my despatch No. 154, Confidential, of the 30th March last, I forwarded to you copy of a despatch from Mr. Fulford, His Majesty's Consul-General at Mukden, in which he alluded to a police Proclamation to the effect that any person renting house property to foreigners must first receive the sanction of the police."
I have now the honour to inclose copy of a further despatch from Mr. Fulford, reporting that this Proclamation has been replaced by another one laying down rules for the leasing of house property between Chinese, and adding that, with regard to the form of deed for leasing houses to foreigners, the arrangement of Settlement regulations must be awaited.

IN my despatch No. 12 of the 15th ultimo I alluded to a police Proclamation in Mukden to the effect that any person renting house property to foreigners must first receive the sanction of the police.
As a result of the remonstrances of the Consular Body, this Proclamation was subsequently replaced by one making it incumbent on all Chinese subjects in Mukden leasing house property to other Chinese to use an official form of lease, and to report the lease to the police within five days of its execution.
A special indorsement was made on the form of lease published to say that it was only applicable to leases from Chinese to Chinese, and that with regard to the form of deed for leasing houses to foreigners, the arrangement of Settlement regulations must be awaited.
