Peking, May 13, 1907. ESTABLISHMENT of customs at Dalny and on Manchurian frontier, Tu continuation of my telegram No. 79 of yesterday's date, I have the honour to report that I learnt to-day from my Japanese colleague that the point awaiting settlement relates to the carriage of the Chinese mails by launches plying, under Inland Steam Navigation Regulations (which are to be made applicable to Dalny), between the leased territory and Chinese ports.
I expressed a hope that the matter would be quickly settled, and said that it would be difficult to explain why a customs arrangement should be made conditional upon a postal one.
