approaching the German Government on the subject and

said they would esteem it a favour if I would let the

Japanese Minister know of the adhesion of the French

Government and the progress that had been made towards

a solution of the question on the lines laid down by

His Majesty's Government.

This I agreed to do, and to-day I explained to my

Japanese colleague the present state of the case.

Mr. Hayashi said he would communicate with his Govern-

ment and ascertain what action they proposed to take.
