Peking, May 2, 1907. I HAVE the honour to transmit to you herewith a statement which has been furnished to me confidentially by the "Times" correspondent, Dr. Morrison, of the duties collected under the Russian Provisional Administration of Newchwang, showing the balance which should now be in the Russo-Chinese Bank and is due to the Chinese Government.
Taking the average value of the Haikuan tael for the four years from the 4th August, 1900, to the 25th July, 1904, at 2s. 9d., this statement shows that the total amount collected from the Maritime Customs during the period was 396,1241. Deducting the sum of 59,8241. for Customs maintenance, a balance is left of 336,300!. to be accounted for by the Russo-Chinese Bank.
Of this balance 190,470). was transferred to the Russian Government account in April 1903 on account of expenditure incurred in the administration of the Shanghae- Kuan-Newchwang-Hsinmintun Railway, and an item of 5,377. under the head of Inland Steam Navigation collection appears also to fall to the Russian Government, leaving a net balance in the Russo-Chinese Bank of 140,4531.
The receipt for li-kin during the same period amounted to 89,4851., which sum was paid into the Administration account as soon as received. The expenditure on li-kin collection amounting to 1,584, a balance should remain to the credit of the Administration of 87,901.
Under the head of Native Customs the total receipts were 242,0947., and it does not seem to have been possible to ascertain the amount of expenditure on maintenance. The balance to be accounted for by the Russo-Chinese Bank is therefore unknown, but should amount to a minimum of 200,000/
To sum up, the statement shows that the Russian Provisional Administration should have to account for 140,4537. under the head of Maritime Customs, and 87,9014. under that of l-kin, or 228,3541. altogether, besides an unknown amount under the head of Native Customs, which should be at least 200,000/.
