Peking, April 23, 1907. ŎPÍUM. With reference to my telegram No. 232 and despatch No. 524 of last year, I have the honour to inform you that the Wai-wu Pu asked me to-day if I would ascertain when the reply of His Majesty's Government to their proposals might be expected. They stated that, at a recent audience, the Empress-Dowager had expressed a desire for the enforcement of the Opium Regulations before public interest in the question had in any way abated.
