With reference to your letter No.17749 of the
27th ultimo I am directed by Secretary Sir E.Gray to
transmit to you herewith the draft of the reply which
it is proposed to send to the note from the United
States Ambassador on the subject of the alleged dis-
crimination in HongKong against medical practitioners
from the United States.
In accordance with the wishes of the Privy Coun-
cil paragraphs have been inserted in the draft respec-
ting the laws of the United Kingdom with regard to the
registration in the British Medical Register of prac-
titioners holding foreign degrees.
I am to enquire whether the Secretary of State
for the Colonies concurs in the terms of the draft
note.
