June 12, 1907. PEKING wires: "Advise London by wire. By condition of proposal words railway, Hankow-Canton Railway, Szechuen (Yang-tsze Provinces) Railway, and consequently Chinese Central Railways (Limited), they are excluded from Agreement, therefore it will be necessary form new Anglo-French Company representing all interests possibly concerned participation; it must be adjusted among themselves. Wire as soon as possible to us name of Company. With regard to price, we have already discussed 93; refer to J. O. P. Bland wire of 20th May; and Viceroy asks for 94. We recommend, provided other conditions satisfactory, give E. G. Hillier discretion up to 94, keeping in view protection, under unfavourable market clause, Article 1 Kowloon-Canton Extension Agreement. We are strongly of opinion offer 92 it will simply create undesirable competition. E. G. Hillier will leave for Hankow Port Wednesday. Wire us when will J. O. P. Bland arrive." Here ends foregoing
