Sir Edward Grey to Mr. H. Lowther.

Foreign Office, May 29, 1907. THE Japanese Ambassador told me on the 27th that his Government had replied to the Russian proposals about Mongolia by offering to do nothing in Mongolia to the prejudice of Russian interests, provided that these were not inconsistent with the integrity of China and the open door.

Russia desired this proviso to be struck out, but to this the Japanese Government could not agree.

The Ambassador also said that they could not come to an agreement with Russia about the opening of the Sungari River to all nations.
