Please refer to my telegrams Nos. 50 and 51 of the 18th and 23rd ultimo respectively.
An Imperial Decree of the 1st instant has transferred the negotiations for the above line to the Viceroys at Tien-tsin and Iankow. Yuan Shih-k'ai's attitude is, it is supposed, not unfavourable to the undertaking, but matters are not likely to be facilitated by the association of the Hankow Viceroy with the negotiations, for which his being a native of Chih-li is responsible.
