With reference to your telegram No. 40 of the 16th instant, I have consulted Sir R. Hart on the subject. He informs me that, with the exception of Yatung, where the change took place in deference to the wishes of the British and Indian Governments, no European members of Imperial Maritime Customs Service have been replaced by Chinese.

I have learnt from other sources of the recent appointment of four Chinese clerks as assistants in the Customs Service. None of these have replaced Europeans. Three of them are in the Revenue Council (Shui Wu Ch'u) in Peking, and the fourth remains at Tsingtau, where he has been for some time.

On the 2nd April I addressed a despatch to you (No. 165), with full information on the subject.
