Re-appointment of Tsen to Viceroyalty of Canton.
The Hongkong Government suggest and the late
Governor now in this country concurs, that represent-
ations should be made to the Chinese Government
against Teen's re-appointment in view of the insecu-
rity of the waterways, the tampering with the cur-
rency and the obstruction in railway negotiations
during his former tenure of office.
His Majesty's Government are not disposed to
interfere unless you consider that we have sufficient
justification for such action and that it is likely
to be attended with success.
