Sir:-
I am directed by Secretary Sir Edward Grey to
transmit to you herewith, to be laid before the
Secretary of State for the Colonies, a copy of a Note
which has been received from the Chinese Chargé d'Af-
faires asking for the co-operation of His Majesty's
Government towards frustrating the efforts of con-
spirators and agitators who are at the present time
showing much activity in China.
Mr. Chen has been reminded in a Note, a copy of
which is inclosed herewith, that the Government of
Hongkong prohibit the exportation of arma from that
Colony, except when they are required for the use of
the Chinese Government.
I am to suggest, for the consideration of the
Earl of Elgin, that the Government of Hongkong should
he Under Secretary of State,
Colonial Office.
