NEGOTIATIONS with Chinese Government in regard to railways.
I learn from British and Chinese Corporation that Mr. Bland can get no replies from the Chinese Government to the communications which he addresses to them, and that all negotiations are at a standstill. Mr. Bland states that the excuse given by the Chinese is that nothing can be done until the President of Communications is appointed.
The removal of Tong from Peking will doubtless increase our difficulties, and it will probably be best at the present moment for you to press the Wai-wu Pu for the immediate appointment of President, representing to them the seriousness of the delay.
