In reply to your letter 14528/07 of the 30th. ul-
timo I am directed by Secretary Sir E. Grey to state
for the information of the Earl of Elgin that the draft
article suggested by Sir M. Nathan, copy of which was
enclosed in your letter of September 21st. last, was
included in the China and Corea (Amendment) Order in
council 1907.
Instructions will be issued to His Majesty's Con-
sular Officers in China in the sense desired by Sir M.
Nathan.
