Peking, March 6, 1907. SINCE writing my despatch No. 81 of the 12th February, have on several occasions requested the Wai-wu Pu to fix an early date for the signature of the definitive Agreement for the Canton-Kowloon Railway loan. I gathered that it was the desire of his Excellency Tong Shoa-yi that some one other than himself should sign for the Chinese Government, and it was at the same time evident that his seniors in the Wai-wu Pu, the Grand Secretaries Na T'ung and Ch'u Hung-chi, were anxious that the duty should not fall to them. On the 26th ultimo, however, I was promised that the signature should take place to-day or to-morrow, and although it is not yet known which of the Ministers of the Wai-wu Pu will sign, arrangements have been made for the final conclusion of the matter to-morrow afternoon.
