Peking, February 22, 1907. MANCHURIA: Please refer to my despatch No. 461 of the 8th November, 1906. Official notification has been addressed to the Chinese Government by my American colleague, to the effect that his Government would be willing to waive the right of residing within the limits of the cities of Antung and Makden, and to

see the residential privileges of its citizens restricted to suitable Settlements, provided that the Treaty right to free trade in the cities and suburbs was clearly recognized, and that Americans could therein establish godowns and conduct business through their Chinese agents free from all inland taxation whatever."

I forwarded to you by bag yesterday a copy of this note, which was furnished to me confidentially by Mr. Rockhill.

Subject to your instructions, I propose to continue to act in conjunction with my Japanese colleague, who appears to be unaware of the American change of attitude, and who maintains the view that the rights of both residence and trade within the opened cities should be conceded.
