I have the honour to transmit, enclosed, the copy
of a communication made by me to-day to His Excellency
the Imperial Governor of Samoa, Dr. Solf. The en-
closure therein mentioned is the copy of the transla-
tion of a placard found posted in the streets of Hong-
kong; a copy of which was enclosed by me in my Des-
patch No.17, Consular, dated 12th September, 1906.
