Foreign Office, April 18, 1907. I HAVE received your despatch No. 77 of the 11th February last, in which you inclose two signed copies of an urgent King's Regulation which you have issued, entitled "The Tien-tsin British Concession Local Land Regulations Amendment Regulation, 1907," enabling the land-renters to impose a tax of per mille on goods landed or shipped at any place within the limits of the Concession, in order to provide funds for the improvement of the Taku Bar and local waterways.
I approve your action in issuing the Regulation, of which printed copies are inclosed for your convenience.**
